I've picked some programmers in the past with no feedback because they seemed to know what they were talking about and I've found myself waiting for several days, to find they don't deliver or they deliver something I could have done myself in 5 minutes. But where the feedback is good and there's a lot of it, and they've gone to the trouble of getting themselves verified, I've had no trouble. Be wary of people with little feedback, even if it's good, because I think it's like ebay - people persuade each other to leave good feedback even if the project isn't completed and they're wary of leaving negatives in case they get negatives back. When I was working on a social networking site, I found some really good programmers on there and built up some good working relationships with them.
