Is there a list of essay websites that are BASED in the US and the UK? I don't care if they are legit or not, scam or not, all I care is their REAL location (US/UK). Thanks.

Yes, because if you want to be serious about business and don't want to be scammed it's better to do business with companies that are formally registered in USA or GB (their abide the laws and if theres a problem you have chances to make it right). But the problem is how to find out the ones that are formally registered there.

I think we can mail to the site let us say to the hr, and ask the address where they are based . after that verification personally or by any contacts is easy.........

but what if they have only mailbox or mail redirection service, it's possible to set up online in all countries. I may be wrong but the only thing is to check some goverment websites if the website or company is formal with them.
That's why such list would be useful to have.
